That's not using civilians as a shield, it's hiding ammunition in a civilian vessel. The point is, nobody other than the American and British govenments knew it was there, and the German submarine certainly didn't. As far as they were concerned it could have been carrying soldiers, which it wasn't. Mere suspicion is not an adequate reason to sink a passenger liner containing almost two thousand civilians.
