Hmmm.... it's hard to see without a zoom function in here...

Your palette can use some more pastel colors.
You should definitely clean up the line art.
Maybe make his face shorter or position the eyes closer to the center?
Really, unless you're trying to do some sort of retro video game, use more colors. Like maybe 16 (which is generally a good count).

Sorry. Maybe this'll be better- 4x-sized. Also, I count 10 colors with IrfanView. I did it in paint to avoid tangling with the GIMP. The GIMP is useful, but it feels hard to control.

Overkill

Well, for starters, you might want to add some 1 pixel black outlines to your sprite so it won't clash with its surrounding environment. Then, try and make the body (except for the face or distinct features) symmetrical. Also, the colors you've chosen aren't the best, you might want more solid, brighter colors. After all, sprites should stand out a bit against the maps they'll be running around.

I forgot to add something. Your colors should be bright (though not to the point of being annoying), and your backgrounds (assuming you're doing a background) should be pastel. Sorry about my comment(I forget it's a game sprite and not regular pixel art).
Also, if you have a really really dark background, a purely black outline won't exactly work. However, you can use selective outlining, and/or lighten the outline where you predict light will hit it. Of course, this means you'll have to pick a uniform light source for the entire game.
