Well, if you're trying to use someone else's pack file, just dump a copy of VERGE in there and run it...
If you're trying to create your own, then read the pack.txt file that comes with pack.exe

I've already made a pack file with 68 files in it, now how do I get verge to recognize that it's there?

altho Praetor explained it already. If you have a packfile with all the files in it needed for verge to run (except the main exe, obviously), all you need to do is put the main exe in the same directory and run it. verge can read all the files in the packfile as if they were in the same directory.

Don't you have to put something in your user.cfg file?
Example:
mount goodjunk.pak
Do we still have to do this? Did we ever? I'm not sure.

Yup.
Also, I think the packfiles have some silly limit of 64 files apiece. You'll have to split them into multiple packfiles.
