I tried Verge for the first time today. I started by trying to download 2.7, but it says it can't find the page. So I start with Verge 2 instead. I downloaded it and the utilities pack and began reading the tutorials. I understand what to put in the user.cfg file, but why can't it read it still?

I hope this helps... here is an example of what i think you will need...

log
startmap intro.map
vidmode 320 240
sound_device 0
end

the only thing you might want to change is the map file name. You may also want to change vidmode to
640 480. that should be a good enough user config to get you started. It's what i use...
