Does anyone know of a DOS program that can create a network using parallel ports? If it can only copy files, that'd be fine, but so far I can only find programs that run under Win9x.

I have a copy of Laplink that does it under win3x, I think an older dos version of laplink exists, try doing a search.

I believe FastLynx would fit that description. It's oldschool (1985), but certainly dos. If you can't find it, let me know and I'll send you a copy (it's about 120kb)
