I don't feel that documentation is scarce at all.
It's just scarce here (for the moment)...
If you head on over to the Verge Source (link in the left-hand bar) and check out the Articles section, you'll find not only rather complete and current documentation, but also many tutorials, articles and editorials to aid in the learning process.
Aside from that, I think that PDF file format would actually hamper the learning process when compared to the HTML versions already available, for one primary reason:
The HTML version doesn't require any additional software to view it (because you have to have a browser of some sort to get either version) and the addition of the need to acquire Acro Reader (yes, I know many people have it, but not THAT many) would deter a few persons...
Anyway, that's just my opinion and you should, by no means, NOT do the VDP simply because of my comments ^^

There are documentation formats that can automatically generate both HTML and PDF files, among others. The advantage of a PDF file over HTML is that its printed output looks a lot nicer. Also, the general documentation formats tend to be easier to maintain than raw HTML.
So, as long as a general documentation format is being used, I don't think you need to worry about PDF replacing HTML.
