as V3 relies on the .net framework, does this mean a future V3 could find itself ported to Linux/Mono?

Unless I'm mistaken, I dont think V3 DOES rely on the .NET framework. Only it's assosciated development tools do.
I base this on a fairly shaky recollection that I was able to run V3 demos without installing the .NET framework, but it was nessecaru to have it intstalled before I could load Maped.

I was under the impression that V3 uses DirectX now...

These two declarations are not mutually exclusive.
Also, only the devtools use .NET.

Does it make any sense that the dev tools require .net, but it was decided v3 not be run on .net ?

regarding thinice's post, yes it makes sense. The devtools requiring .NET, or Java, or whatever, is basically for sake of rapid development of those tools, and requiring one of them was more or less a requirement in order for us to have the time to make v3 happen.
However, there is not a single thing about RUNNING the games that requires .NET. Why should there be? Why wouldn't we want people to run the games on as many computers, out of the box, as possible?
I may have to use .NET to create the maps, but then if I want to show something to my parents or on a friend's computer, I dont have to install anything extra to actually show off the game.

I have to agree about that -- any step that requires even something as small as downloading a file and sticking it in the directory (much less installing separate software) is going to scare off a good third of your casual audience, and this is VERGE, so barring other VERGERs, casual audiences are measured in single digits as is.

Its 21, unless they're including the instructions in uncompressed 5.1 surround sound along with a 40 foot high printable picture of Bill Gates' mum.

Bill Gates distributes pornographic pictures of his own mother in .NET?! What the hell is wrong with the man?!
"Hmm... I wonder what my mom is wearing right now...?"
