I just downloaded a fresh copy of winrar and it works fine for me. Maybe try redownloading winrar?
I'll refrain from making a cynical comment on about the state of the world when we finally have an OS which includes the most comon compressor and decompressor format support, and now we've decided to switch to a new format. Just kidding.

I would adviser just downloading it again for starters.

downloaded winrar again and it worked.. looks like I was using a way old version of it :)
