I've just been wondering if, when utilities show up for designing maps and characters, will we be able to either import images or paste from the windows clipboard? I mainly want to know if it would be productive to start working on tiles in Photoshop at this point in time.

I sure hope so, that would expedite map development quite a bit. I also hope their is a utility for converting an entire picture into a seamless block of tiles. I remember there was a utility like this for v1, but who knows where it is now, and besides, it almost certainly doesn't work for v2 or v3.

MapEd3 can import tiles from any Corona file format (JPG,PCX,TGA,PNG to name a few). You can also import tiles from V2 VSPs as well as other V3 VSPs.

MapEd3 will not support V1 file formats at the time of release, however this is planned for the first version released after the initial debut.

You can also export your tiles to images (TGA or PNG), if you so desire.
