Yeah, that was variably easy and incredibly difficult. FFX also has some crazy secrets, if you want to get the full experience out of the game. I mean come on, the celestial weapon stuff is so out there...

You date yourself, my friend... I'll do so as well by stating: I finished FF (there was no I then, as you know) dragging a level 1 corpse through the entire game. :)

Where is 'the outside of the border of that town place'? Do I just wander around on the overworld map near the town until I run into the mask lady? Is it a random encounter? I looked all over and cannot find her anywhere.

OK, I actually didn't find the mask lady -- I just went through the desert with a lot of potions, which is a perfectly viable option. However, I'm told that you can find her by skirting the border of the outpost town map. You know, the one town you have access to.
